Weird jumping of minimized panels

I have some collapsed/minimized panels placed over the artboard. When I move one of these collapsed panels and release them, they jump to a different location.
Also, as you may notice, the moment you click the titlebar of the panel and move it like 1 pixel, their expanded state will flash briefly on the screen.
