Action folders cannot be rearranged. Folder will turn into an action icon.

    1. Open the Actions panel (Panels > Presets > Actions).
    2. Create 3 folders in the Actions panel with the following names (just for illustration purposes) in this order: Folder 3, Folder 1, Folder 2.
    3. Your job is to arrange the folders in order (Folder 1, Folder 2, Folder 3). You cannot.
    4. When you try to move Folder 1 above Folder 3 (to be the first one at the top), Folder 1 will end up inside Folder 3 despite the indicator line showing that Folder 1 will be placed above Folder 3. So now you have Folder 1 inside Folder 3. Now try to drag Folder 1 out of Folder 3 by placing it UNDER Folder 2 (to be the last). You cannot. Despite the indicator line shows Folder 1 will be placed under Folder 2, Folder 1 will end up inside Folder 2. Now you are stuck with a folder inside another folder and cannot move it out of it.
    5. Drag Folder 1 (which is now inside Folder 2) onto the Actions group heading (which says "Actions - Presets"). Now Folder 1 is out of Folder 2 at the end of the list. You can play with this on and on but you cannot reasonably rearrange the folders. Is this by design?

Another issue (in the movie this starts at 0:51)

    1. Draw a rectangle.
    2. Open the Transform panel.
    3. Create a new Action by, say, rotating the rectangle by 45 degrees.
    4. Now you have the following items in the Actions panel: Folder 3, Folder 2, Folder 1, and an action you just recorded for the rectangle.
    5. Drag the action you just recorded into one of the folders, eg into Folder 1.
    6. Drag Folder 3 into Folder 1. Now Folder 1 has 2 items: Folder 3 and the action you recorded, however, Folder 3 just turned into an action icon. How did that happen?

At some point, as I was playing around with this, the folder that turned into an action icon has completely disappeared. I have no idea how did that happen. Could not repro it in the recording.
