Not able to access the rotate option from the corners of a shape

I am not able to access the rotate option from the corners of a shape. It shows up for brief milliseconds and then disappears. This occurs with a mouse and with the stylus equally.
Here is a link to an example of this happening. It occurs after restarting VS and also after refreshing it and also occurs in a new document as well
UPDATE: I can still rotate from a corner in some cases, but the cursor icon remains the transform tool. I get the same thing when I use the zoom tool - I don't immediately get the magnifying glass until after I'm well into the zooming action

@Boldline Could be caused by something in the settings or workspace.
Send me those files by email.Does this happen with a new file after a fresh start?

@VectorStyler Yes it happened in a fresh file after restarting VS itself. After making my post, I decided to do a total restart of the computer and then opened a new file and everything is working properly again. So maybe it was something temporary? I don't turn off the main computer often - usually just putting it to sleep each night. I do try to restart VS each day fresh as it seems to work better that way as opposed to leaving it open and using it continuously as I wake from sleep and set to sleep again.
I can still send the workspace and pref settings if that might help? I have not changed them from when this issue occured

Did this happen on the mac mini m1?

@VectorStyler is it possible the issue was not as much vectorstyler as the OS? Just trying to refresh and then testing and then quitting VS and restarting it did not fix it, but rebooting the whole machine did, and it's not been back since.
Using layman's terms here, I notice that VS gets a little more quirky as the work day progresses and if I leave it open overnight, putting the machine to sleep and also when using the same VS session the next day. Quitting the program and reopening usually cures most of the quirkiness. In this rare situation, it took rebooting

This should always be the case, as MacOS must isolate every program.
There could be some issue with the tablet driver, or something to do with Ventura.nevertheless, this "more quirky as the work day progresses" part needs to be addressed by me.

I will try to remember and share the quirky things that repeat over time
One of the common things to go wonky as the VS session progresses in the day is the "flip horizontally" tool. I usually use it with the alt key shortcut to make a flipped copy of the selection. It will start placing the flipped version far off the artboard, usually to the far right or left side and I have to go search for it and bring it back to the main artboard (only using one artboard at the time). Refreshing VS and worst case restarting VS fixes this issue and it will return to keeping the flipped version nearby the original location again
