Improving lag during panning

When I pan the image to go up by pulling down with the pan tool active, there's a lag in creating the background and as a result there's a lot of flashing between the color of the art board and the canvas behind it.
is there a way this can be lessened some?

@VectorStyler yes, I should have clarified that. Panning seems to be a lot smoother in regular mode

@Boldline I will think of a solution for outline mode. It is different from the normal vector mode, as the outside are is not available and needs to be rendered.

@VectorStyler My non-developer mind was thinking, even if the background had a white buffer all around the view area and the strokes needed rendering, that might be better than the flash going from artboard white to dark gray behind it, etc.
I understand it's rendering the nodes and strokes, but does it also have to render the white background?

@Boldline The issue with the background can be solved easily. The problem is that it is not always white, sometimes the canvas has this gray background and that might cause problems.
