Codepage used in tooltips not the same as in layer names

Allright, this is evidently the smallest and most insignificant bug I found so far, but here it is:

@Ingolf Yes, this is known problem, there is a bug still open. In some cases the "degree" sign is wrong in tool tips.

@Ingolf This problem should be fixed in more recent builds of VS.
