Tooltips in panels no longer shown after one button activation (Win port)

Minor bug in Windows port
- Activate properties panel, for example
- Hover pointer over Show ruler button
- Tooltip displayed
- Click the button
- Ruler is displayed
- Hover another button
- Tooltip not displayed
- Then move pointer outside panel window
- ... move pointer inside panel window again
- Hover pointer over another button
- Tooltip displayed

I don't know if the root cause is the same but I see this issue everywhere I go in VS, and after a bit of googling I found this example of how much confusion it can cause - dangerous during the trial
