Transform: Up-dwn-keys act strange on stepping values i value fields

The text box ought to be resized by using the up-dwn-keys in the value field but instead it looks like the entire box is transformed on the artboard.
Is it supposed to act in that way?

No, this looks like a bug, but I cannot replicate it here.
Could be caused by some changes in the workspace or settings.
