A lot of tooltips are incorrect (Windows)

There are a lot of icons in VS and tooltips help to get around. In some places the tooltips are incorrect. Examples:
- Palette Panel has 100% of tooltips wrong.
- Color Panel: tooltips on RGB slider, opacity slider and other locations.
- Tooltips in contextual toolbar are also largely missing. There are icons there that I do not know the function of.
I am sure there are tons more as this part of development needs clearly some TLC still.

@syllie Indeed, some tool tips do not show on Windows. These will be fixed. The ones that show at least for me are correct. Are there tool tips that are shown but they are not for the tool?

A bit of a dodgy screencapture.. but to illustrate. Hovering over the color swatches show a few random ones I don't think I got them all.

I see improvements here in build 1.0.018 RC1 on win10. I understand this is an ongoing effort. Thank you!

@syllie If any tool tips are wrong or missing, please let me know. The bug was about the Windows adaptation layer not handling tool tips correctly.
