Source jpeg that is locked shakes when traced over

I am noticing the jpeg source file I have placed and locked on it's own layer shakes a little each time I click and press.
I took a video to show it happening. toward the end of the video, VS was not even letting me use the pen tool but I'll make that another post

@Boldline There is some minor image positioning issue, opened a bug on this one.
