Occasional inability to change the artboard color with toolbox tool

I'm frequently getting issues when trying to color the artboard with a palette color. I click on the toolbox artboard icon and click on the artboard to select it. Then I click on a color in the palette and nothing happens. Even when I pull up the default palette and also check the color panel, nothing happens - in fact, nothing changes in terms of color selection indication there either- you can see this in the video here.
When I quit VS completely and reopen it, the problem goes away for a while - but it comes back later if the VS session is open more than a little while.

@Boldline The color panel indicates that the stroke mode is selected.
What happens if you switch it to fill?

@VectorStyler interesting! thanks for noticing that. When I intentionally made it the stroke in the foreground, the behavior was identical to my issue, so I imagine that is it. When I made sure it was on fill, it worked as expected. Next time I am in this position, I'll take a closer look at what is highlighted in the fill/stoke section

What happens if you switch it to fill?I was thinking more about this. You were right that the times I was unable to get it to work properly was due to the stroke box being selected in the foreground.
Are there ever times a stroke would actually be applied to an artboard? I'm assuming no. What about forcing the fill tool to be in the foreground when the artboard tool is selected? Or internally only allowing a fill to work with the artboard tool? It might make things a little smoother?
