Path Brush not painting on top and not changing to current fill color as expected

I'm still having issues with the path brush not using the current color in the fill box , not painting on top of things as expected and many times it's acting as an eraser still with current fills of the same color. here is a video of this.
Unless I'm not using it all correctly, it feels very unpredictable
