Reason: It'll make it easier to select small variations in color.

Yes, this could be added. Have to check if there is a conflict with other features.
Palette panel: currently dragging a palette color will initiate drag&drop, that can be used to style objects, or to create presets or color styles.Edit: if this refers to the Color panel spectrum, then yes, it is an easy addition.
