"Inside Last" not working?

Am I missing a step in getting "Inside Last" to work properly? I tried it several times in a design I am working on without success and then tried it again on a fresh file with two easy objects.

@Boldline Appears to be a regression, I can replicate it. I added it to the list of bugs.
Workaround: drag&drop in the Layers panel into an object.
