Snapping Ignore Modifier (Ctrl) Sometimes Ignored

Video of the behavior included. It depends on where the user is zoomed in on the document it seems like. But yes, occasionally this modifier does act as what it should. It's hard to see, but there's a "Ctrl" text next to the mouse for when I am pressing the modifier key.
