Draw Behind inconsistencies (Windows 10 Pro with latest updates)

When using free hand drawing tools ie Pen Tool, Sketch Tool etc, Draw Behind (Draw behind the selected object) will work. But it's not working when using the shape tools ie Rectangle, Ellipse etc.
