Spacebar to pan around is not working consistenly

"Spacebar to pan" worked for a while today but now it's stopped working completely. I restarted VS and it still does not work at all now.

@Boldline If it is not working, exit VS and (after exiting) send me the settings.xml and workspace.xml files. It might be different than the previous ones, as you mentioned the panning was working earlier.
I will try to figure it out what is the issue.

@Boldline Got the files. I tried to replicate the issue, but so far could not.
Some things that might affect this: when pressing the space key, it is important that the document view is "active", otherwise a panel may catch the key. For this click in an empty area of the canvas, and press the space key afterwards.
Also: what is the active tool when the space key for panning stops working?
