Collapsed panels stay collapsed when moved around inside VS

Could we change the behavior of collapsed panels inside VS to remain collapsed when moved? Sometimes I like to collapse panels so I have more real estate to work with and then I want to be able to move them out of the way or hitch them to other collapsed panels without them all re-opening.
If the panel is already open before moving - it would stay open after moving
