Is there way to disable auto swap between the last and previous tool toggle effect?

Hi, I want to ask if it is possible to disable the behavior where pressing the shortcut for a single tool twice toggles back to the previously used tool. Basically, this behavior swaps between the current and previous tools when you use the same shortcut multiple times. I would like to disable this automatic toggling if only one shortcut exists for that specific tool. Before I request this as a new feature, I wanted to ask if there is already an existing setting where this can be disabled.
