Transform pivot point regression

When I set the transform pivot point for a full 360 degree rotation and try to duplicate copies using Shift+Alt keys, VS is failing to follow the desired set rotation.

@William-Kansepa A recording is needed for this one. Did you rotate with the Transform panel, or with the transform tool?

I used the Transform toòl and Control+D.
