Tiny dropzone at the bottom of Layers panel

Admittedly this is an issue in many programs I've used that utilize Layers and it is hard to find the sweet spot.
Highlighting the bottom Layer (as if dropping inside) and then slightly below that Layer does allow me to drop it more easily, but I did want to report how it is behaving in normal practice:
