JPEG XL support

JPEG XL looks promising as a new raster image format, being both small and fast, and several major tools have already added support for it.
I wonder if it is feasible to add support for this format both for import and export at some point in the future?

@nocturnalYL I have this in the 1.3 backlog, I will try to implement it, subject to the availability of suitably licensed implementation.
