Navigator - reset rotation button and panel menu

Windows 10 observations in the navigator panel:
- Observation: The panel menu button does nothing
- Suggestion: I think a reset rotation button next to the two others would be quick to use and generally useful

@Ingolf Replicated the panel menu button issue (for some reason the resource got unlinked there).
I will add a reset rotation button, and it seems that tool tips are missing in this panel.
