Scaling Strokes and Effects

Is there a universal setting option for scaling strokes and effects? I found a discussion about this topic from a year ago but it seemed to only be talking about controlling it on an object or layer level, not universally.
I was thinking it was in Preferences but maybe I missed it?

@Boldline No such universal option. This can only be set at object level.
But new objects should use the options of the last selected object (just like fill and stroke).

I feel like this needs to be discussed further because tonight I tried to scale an object I made completely in VS and the live strokes were not scaling proportionally. You mentioned that "new objects should use the options of the last selected object (just like fill and stroke)." I don't know what I did to change the settings to make it begin not scaling stroke size... but it appears the only way to switch it back for existing cases is to go one by one and set the transform content" option. this does not seem like a good long term solution, especially for existing objects. What about an option to select all and make sure everything selected is set to "transform content"? Could we go into the appearance panel and set it for "all selected"? Could it still work even if other things are selected at the same time for the sake of ease? for example - selecting all in a document might include fills shapes, etc.. but those could be ignored and only th e effects and strokes would be affected.
I understand about having the control on the object level, but speaking for myself, there are only a few times I want strokes to not scale with the object.

@vectoradmin I there some key combination left that can be used ad-hoc for this when scaling an object, without having to click a button/checkbox for it? Maybe using all four — Shift, Option, Cmd and Ctrl?

@b77 I'm not sure if that would work (too many keys, and Windows has one less).
But I added this to the backlog. There is some solution that is easy to use, just have to figure it out

@vectoradmin Maybe the Spacebar can be coopted in the combination.
