I want to place layer in root. Not possible?

I cannot move layer out of another layer. Only possible when making a third layer and then drop in here. Works very odd. By design or bug?

Have you tried to drag the clipped layer above as opposed to below the clipping layer? Wait till you see the blue highlight and then release the mouse button.

Thanks, yes but no blue highlight appears above (hence movie).
Also: its just standard layers. No clipping layers

@Raaskot When you drag the layer just above the top layer, there should be a thin blue line showing.

@Raaskot The cursor has to be between the white line at the panel title bottom and the layer preview icon.

Hm, honestly it doesn't work so.
Oddly I can drop the layer outside of the containing by dragging it to right beneath the top-layer title (ending outside in the stack bottom) but this operation also may result in changing the stack order within the layer.In comparison to other apps with layers it acts very confusing and the concept doesn't feels right.

@Raaskot I will try to replicate this issue. Meanwhile, as a workaround, select the layer (round knob) and use Object -> Arrange -> Move Outside container
