Yes, the default toolbar was simplified (too many icons, problems with small screens). But it is possible to customize.

ok. It was a higher priority to me to be super accessible, but I appreciate the flexibility to add it (or any other panel) back into the menu bar again. I know I could also stack it on the right side with all the other panels.
If I wanted to add it back in again at the top, would that be in the contextual menu bar or can we also alter the very top menu bar area?

This can be edited with the Customize Toolboxes command and in Toolbox select the "Context Panel" mode.
