Tested on a Win 10 laptop Geforce 750M / Intel / 16 GB.
Blender, Inkscape, Affinity, Lightroom, Kdenlive etc. everything works pretty good.

@plrang Based on the recorded GIF, clearly something is wrong with the panel dragging. At least here on Windows 10 this does not happen. I will try to replicate on other machines, and figure out what could cause this.
As for the main menu opening, there might be an intentional delay there, that can be easily fixed.

OK, I found it, they don't blink when dragged with this icon, but it's uncomfortable to hit.Menu delay adjustment would be cool.

unfortunately Recordit does not record the movement correctly,
but the movement is ok, everything is smooth

@Subpath Well, I've noticed a few blinks. Maybe on a super fast machine it's not visible. Anyway it shouldn't be noticeable, since ALL other apps I use work perfectly, even Inkscape.

Dragging panel.
- Pressing and holding mouse to move panel, but not moving it yet, no blink.
- Moving panel, immidiately first blink
- Stop dragging but holding mouse button pressed, no blink
- Releasing mouse, immidiately second blink
All panels.
Not toolbox.

@Ingolf Yes, this can be replicated (the starting and ending blinks) I will try to find a solution for this.

Yes. The cause of this is that when dragged from that knob, the whole window is moved and that is smooth. But when dragged from the title text, the panel is "detached" (even if it is alone) and then remade when the mouse is released.
