VS does not load preferences and settings at start-up.

I had a situation where I had to turn off my laptop by holding down the power button for a long time.
Since then VS does not save settings of panels, toolboxes, recent documents . Every restart means rebuilding the settings from previously saved files.
Is there anything I could do before trying a reinstall?

@encart Strange case, was VS running?
One thing to do is to remove the c:\Users<user name>\NumericPath folder completely while VS is not running and reinstalling VS after that.
when uninstalling VS, the user folder is not removed.

Yes, It was running during this incident.
Deleting the folder you specified helped. Reinstalling was not required.
