Changing values by scrolling in fields with % unit changes by 120% per step

It seems to me that the problem affects all fields with this unit. In some cases, a single step is as high as 180%. I found that issue in Character Panel.

@encart This can be replicated. The problem is mainly on Windows, but on Mac it could also scroll smoother.
Added to the backlog as a bug.
