Is it possible to load hex codes as a color palette

Color values can also be loaded in .CSV format.
The text file will look like that then.

Fill-colors,sRGB-255,,
Name,R (0-255),G (0-255),B (0-255)

...

Is something like this also possible with Hex values?
If, how should the Text File Format look like.
