Data Sources - how to import " (quotation mark)

After exporting the file with quotation mark to csv file to use as a data source, I'm getting an empty text object, or first " is ignored. I'm using Unicode (UTF-8) character set and OpencCalc for exporting to csv. It is the only combination that works with my Windows regional language settings.

@Harry This could also be a bug. I will get back with more info after I test it.
