Image effects issues

• When adding an image effect from the layers panel bottom icons no additional effects can be added
• When using the icon next to the object in the layers panel, I can
• When adding image effects, every second effect does not immidiately offer settings because it is not selected automatically

@Ingolf This is clearly a bug. A similar issue with accessing the options of Levels has been reported.
Can be replicated here also.
I will try to fix this ASAP.
