Shape Paint causes most of design to disappear

I'm probably not using it the right way, but in this case, I can't get shape paint to work because when I go to do so, nearly everything I want to paint within disappears aside from a small piece.
I want to be able to select all the black and then fill in the empty spaces using the shape paint tool. All of the black is one connected shape except for the small small detached parts such as the eyebrows, lines near the bottom of his cheeks and the ovals near his nose. In the video, I tried grabbing just the main part of the design and doing shape paint without success there either.
I would combine the shapes, but that option is greyed out in the boolean operations section.I tried again in a different file with a simple oval stroke that I expanded to make a fill and then tried again to use the shape paint tool and this time it filled in the interior of the oval and made the original outline fill empty. This does not seem to be the answer either.
I'm very open to the possibility I'm doing it wrong
