Unable to convert stroke to object or expand it

I duplicated a stroke and swapped the stroke and fill color - then wanted to convert it to curves: Disabled. Expand stroke was also disabled. Workaround was to add a stroke color and expand stroke. But it should be possible.

@Ingolf Can you send me a file where the Expand Stroke is disabled, and the object has the stroke color? It would help replicating the issue. Thanks!
