Ligatures do not work with OpenType TT flavor (Windows)

It seems that ligatures do not work on Windows with other than OpenType PostScript flavor fonts. They do not work with OpenType TrueType flavor, like e.g. Lato (I have version 2.0 installed):
...nor do they work with Adobe Type 1 fonts (on either platform).

The Lato font does not appear to have an "ff" ligature, but there is an "fi" ligature. The "fi" ligature is working for me on the Mac version, which matches what I am seeing for the same font on Affinity Designer.

@Arde I installed Lato (from Google), and it has the "fi" ligature but not the "ffi".
At least for me the ligature shows.
There is also the option of "Use OpenType" in Text -> Character Options -> Typography, that may affect this.

As mentioned, I have version 2 of Lato, which has the other ligatures, and as mentioned, I can reproduce the problem only on Windows (as for OpenType TT; PS OpenType shows ligatures just fine). Type 1 has problems on both platforms.

I am not sure if this could be something that can be fixed by resetting VS, but then why would PS OpenType fonts work without problems?
