Should the chain link icon between height and width in parametric shape panel set the size to equal?

If I am using the parametric shape panel to dial in the specifics of a shape, shouldn't the chain link icon between height and width in parametric shape panel set the size to equal? Right now if I activate the chain link icon, nothing changes with the specific numbers.

@Boldline Not sure about this. In all other cases, this icon is about proportional sizing (or scaling).
