How do I make VS paste new vectors from another source on the layer I select prior to padting rather than default placing at the top layer?

@Boldline I tried this and here the paste was added into the selected layer.
Was the paste source from an other application?

@VectorStyler ok it's working on a fresh reboot of VS. The vectors imported had been from another VS file. I initially thought it was a setting to swap, like a "always paste to top layer" and not a bug or restart issue - hence why I had posted the question. All set for now
