Artboard Guideline not shifting position

Most of the time I prefer Artboard guides over Canvas guides.
When I use the Artboard Editor Tool to select an Artboard and then drag a guide from the rulers, I create an Artboard guide which is also manually movable. But the opposite is true when I insert an Artboard Guideline using the Guidelines panel. I simply can't manually move the guides. To reposition them I have to type in the new coordinates.
Canvas guides are behaving consistently (whether dragged from the rulers or inserted via the Guidelines panel).Unless I am missing something here, would there be a particular reason why VS "locks" Artboard guides created via the Guidelines panel?
