Curious: Can I edit context panel, bottom row Icons?

I have been delving into UI customizations, playing with the toolbox arrangements, and even experimenting with designing icons.

I have searched, but it does not seem possible, so I thought I would ask:
Is it possible to edit the horizontal context panel bottom row Icons?
