Question about Pencil and Pen Tool behavior

I am a little confused about a behavior in VS.
If I set in Color Panel that an Object should just have a fill
and no outline. Then this setting is ignored by the Pencil,
Path Sketch and Pen Tool.Instead the Color Panel activates a contour/stroke in Color Panel
and no fill will be set. Is this the default behavior?
Would it be possible to turn it off ?

With the Path Sketch tool I can understand that.But with the pencil and the pen tool I do not really understand that.
Because every time I have to set the attributes that I actually
like to have. With each new Object.In VS i am used to when I draw a circle for example that the object
that I create afterwards has the same fill and stroke attributes.I don't understand why this is not the same with these tools.
And why my setting is ignored.
