There is also the issue of being tool specific. For example completing drawing makes sense only when in a drawing tool that uses multiple clicks.

AutoCAD software has plenty of options for Right Mouse Button customization. It can also combine the enter (e.g. discontinue drawing) and context menu functions.
One can set quick RMB click for Enter and longer click (holding down the RMB for a set time duration) for showing the context menu.

Extremely useful, when using the same tool is combination of quick RMB for Enter and next RMB click for "Repeeat Last Command". It enables to work really fast:
